Thanks for the report. This one is already collected here: Can't open apps via recently used apps overview (In Review). The reports gathered around it line up with yours, and they are all Xiaomi devices (Redmi Note 13 Pro+, Redmi Note 14, Poco F7): the overview opens normally, the tap animation plays, and the app simply doesn't come to the front.
Two things from those threads that might help today. Two of the posters say a phone restart brings the overview back for a while, so that's worth a try when it locks up again. And your form answer that other launchers are affected too points the same way the help article does: the recent apps screen is controlled by the device rather than the launcher, so very little of it is ours to change (Commonly reported bugs, section "Navigation issues").
Upvoting that post gets you notified when its status changes, and one thread with all the reports helps us more than several. If your video shows something other than "the overview opens but taps don't take", say so here and we'll look at it separately.
