Thanks for reporting! The media widget forwards play, pause and skip to the media session the app publishes, so when the buttons do nothing it is usually the app not supporting transport controls. That case is described under "Media Controls Are Not Working" in Integrated Media Player, together with a link you can pass on to the app's developers.
A quick way to tell them apart: do the same buttons work in Android's own media player in the quick settings panel? If they are dead there too, it sits with Qobuz. If they work there and only Niagara's widget stays silent, say so here, because then it's on us.
