Thanks for reporting! Your form says the same thing happens with Smart Launcher, which is a useful clue: the wallpaper is set by Android together with the gallery app rather than by the launcher, so a wallpaper that never arrives usually means the system didn't hand it over.
Worth a try: apply the same image with Google Photos or Google Wallpapers instead of the gallery app. That path works around most wallpaper trouble on Android, and a few more cases are collected in Wallpaper Bugs.
If that still leaves you with the old wallpaper, could you say here in the thread what you see after picking the image: does the old wallpaper simply stay, or does the new one show up cropped or shifted? That tells us which of the two we're looking at.
