Edit theme doesn't have option to change wallpaper

Before the big theme overhaul I was able to simply change wallpaper keeping current theme. Now under the edit theme options there is everything else customisable except wallpaper. I will have to create a new theme from scratch just to select a wallpaper from Niagara's collection. Or use phone settings to set a wallpaper outside of Niagara’s collection
